Description

The PCRP Health Disparity Research Award (HDRA) mechanism was introduced in FY01. Since then, 308 applications have been received, and 62 have been recommended for funding. The HDRA supports new ideas based on innovative concepts or methodologies for prostate cancer health disparity research with the potential to make an important contribution toward eliminating death from prostate cancer and enhancing the well-being of men impacted by the disease. Studies proposed for this award mechanism are expected to improve the understanding of, and ultimately contribute to eliminating, disparities in prostate cancer incidence, morbidity, and mortality. Applicants for this award must explicitly state how the proposed research is related to an area of prostate cancer health disparity. Appropriate health disparity areas include, but are not limited to, race and ethnicity, socioeconomic status, access to or differing standards of health care, insurance status, age, geography, and cultural beliefs. The PCRP seeks HDRA applications from the wide spectrum of basic, population science, translational, and clinical research, provided they are appropriately focused on an issue of prostate cancer health disparity. In addition, all applications are expected to be relevant to one or more of the PCRP focus areas and are encouraged to be responsive to one of the PCRP overarching challenges. If the proposed project does not address one of the overarching challenges, the application must provide a description to justify how the project will nevertheless address a critical disparity-related need in the field of prostate cancer research and/or patient care. Research involving human subject use is permitted under this funding opportunity, but is restricted to studies without clinical trials; however, correlative studies, including studies with populations from existing clinical trials, are allowed. For definitions and other information on clinical trials and clinical research overall, a Human Subject Resource Document is provided on the CDMRP eReceipt System at https://cdmrp.org/Program_Announcements_and_Forms/. The Health Disparity Research Award offers three additional options for PI consideration: 1. Qualified Collaborator Option: The HDRA strongly supports collaborative research involving basic, population science, and clinical researchers, researchers with prostate cancer expertise and those with health disparity expertise, and/or researchers and community organizations that may be critical to the study of populations disproportionately affected by prostate cancer. Although these and other types of collaborations are, in general, strongly encouraged, collaborations that meet specific criteria will qualify for a higher level of funding as described in Section I.D., Funding. For the application to qualify for a higher level of funding, the PI must submit a Qualified Collaboration Statement that clearly describes the proposed collaborator and collaboration and addresses how each of the criteria below are met. In addition, the collaborator must provide a letter of collaboration describing his/her involvement in the proposed work. It should be clear from both documents that the successful completion of the project depends on the unique skills and contributions of both the PI and the qualified collaborator. The following criteria must be met to use the Qualified Collaborator Option: ? The collaborator must significantly contribute to the project such that the proposed work could not be accomplished without his/her involvement. This is expected to include both intellectual input and research resources (e.g., supplies, reagents, equipment, personnel, services, tissue samples, or access to patients or populations). ? The collaborator must contribute at least a 10% level of effort to the project. Contribution of the collaborator should be reflected in the application budget. ? If the PI does not have experience in prostate cancer research or working with disproportionately affected populations, the collaborator must possess such experience. 2. New Investigator Option: The HDRA mechanism encourages applications from investigators in the early stages of their careers. The New Investigator Option is designed to allow PIs, early in their faculty appointments or in the process of developing independent research careers, to compete for funding separately from established investigators. Applications from New Investigators and Established Investigators will be peer and programmatically reviewed separately. PIs using the New Investigator Option are strongly encouraged to strengthen their applications by including investigators experienced in prostate cancer research and/or possessing other relevant expertise as demonstrated by a record of funding and publications. It is the responsibility of the PI to describe how additional investigators will augment his/her expertise and better address the research question. PIs may choose to employ both the New Investigator Option and the Qualified Collaborator Option in a single application. All applicants for the New Investigator Option must meet specific eligibility criteria as described in Section I.C., Eligibility Information. 3. Nested Health Disparity Traineeship Option: The HDRA offers opportunities for training highly motivated graduate students and postdoctoral fellows interested in pursuing a career in resolving disparities in prostate cancer incidence, morbidity, and mortality. The trainee is not required to have previous health disparity or prostate cancer research experience. This option primarily provides salary support for the trainee. An individualized training program in prostate cancer disparities must be described, and may include coursework, laboratory techniques, conferences, seminars, journal clubs, teaching responsibilities, clinical responsibilities, grant writing and/or other activities that will provide the trainee with experience in key areas relevant to the proposed work and foster the trainee?s development as a prostate cancer health disparity researcher. An environment appropriate to the proposed training must be clearly described. Only one traineeship (predoctoral or postdoctoral) may be requested per application. Plans for training and mentorship must be well developed and clearly described by the PI for the HDRA application.

Bad Credit Loans - Secured Vs Unsecured | Instant Cash Payday ...

Bad credit loans have become immensely popular due to the fact that there are many Americans out there with a less than perfect credit score and history. The options available are infinite. Nowadays, a person with bad credit can obtain the necessary funds to buy a new or used car, a house, improve his home, go to college and start a new business. There are also many alternatives when it comes to loan terms: interest rates and repayment plans are as varied as the loan options. As you can see, the sky is the limit.

Sameday Payday Quick Cash Now 1000, cash advance loans, cash loans until payday,

As unlimited as the options are, there are two basic subgroups to choose from. This two groups offer different things which should be looked into carefully before making any decisions. In this article you will find the basic information on both subgroups. Hopefully, this will help you to make a more informed decision based on what will be more suitable according to your particular situation.

Secured Loans

When a person has bad credit, it is usually easier for him or her to obtain this type of loan. Why does this happen? It is simple. In a secured loan, the borrower receives the money by pledging an asset of his property as a collateral for the loan. This asset can be a car or a house, but it is frequently the borrower's real estate property. The lender runs very few risks, so in case the borrower defaults on the loan, he will not loose much. As a matter of fact, the one who will loose a lot is the borrower as his asset will most likely be seized.

Most people think that only because the lender does not run many risks, the terms will be extremely favorable. This is not always so. What is not really known is that the interest rate on this loan is more often than not variable. If the market stays constant, perfect. If not, your rate may up and your pocket will suffer. Not everyone has the means to face this changing situation.

Another important thing to take into account, is that while secured loans usually offer higher sums of money, the repayment period is frequently stretched over many years. You can find yourself with a loan with low monthly payments, but lasting 20 years or more.

Unsecured Loans

Unsecured loans might sometimes be harder to qualify for due to the fact that the lender will be facing higher risks. This adds up to the fact that bad credit applicants usually have a hard time qualifying for any loan. The key is never to despair. There are thousands of reputable lenders out there, and sooner or later, you will find the kind of finance you need. It is only a matter of time and patience.

This type of loan might offer lower amounts stretched over a shorter period of time, but it is the best option for you if your financial situation is not what you would call steady. Fixed interest rates will be the best option as you will know for sure what will pay every month and this amount will not vary in the least.

Remember that secured loans are not always the answer, do not make rushed decisions only because you are not being approved for unsecured loans as your assets are at risk.

(AP) ? North Korea's top governing body on Sunday proposed high-level nuclear and security talks with the United States in an appeal sent just days after calling off talks with rival South Korea.

The powerful National Defense Commission headed by North Korean leader Kim Jong Un issued a statement through state media proposing "senior-level" talks to ease tensions and discuss a peace treaty formally ending the Korean War.

There was no immediate response from Washington, but President Barack Obama's envoy on North Korea said Friday that while the U.S. is not averse to talking with Pyongyang, the bar for resuming engagement is higher in the wake of repeated nuclear threats and provocations.

Foreign analysts expressed skepticism, saying impoverished North Korea often calls for talks after raising tensions with provocative behavior in order to win outside concessions.

The rare proposal for talks between the Korean War foes follows months of acrimony over North Korea's defiant launch of a long-range rocket in December and a nuclear test in February, provocative acts that drew tightened U.N. and U.S. sanctions. The U.S. and South Korea countered the moves by stepping up annual springtime military exercises that prompted North Korea to warn of a "nuclear war" on the Korean Peninsula.

However, as tensions subsided in May and June, Pyongyang has made tentative overtures to re-establish dialogue with South Korea and Washington.

In a notable shift in propaganda in Pyongyang, posters and billboards calling on North Koreans to "wipe away the American imperialist aggressors" have been taken down in recent weeks.

Meanwhile, a recent proposal from Pyongyang for Cabinet-level talks with South Korea ? the first in six years ? led to plans for two days of meetings in Seoul earlier this week. The talks dramatically fell apart even before they began amid bickering over who would lead the two delegations.

North Korea fought against U.S.-led United Nations and South Korean troops during the three-year Korean War in the early 1950s, and Pyongyang does not have diplomatic relations with either government. The Korean Peninsula remains divided by a heavily fortified border.

Reunifying the peninsula was a major goal of North Korea's two late leaders, Kim Il Sung and Kim Jong Il, and is a legacy inherited by current leader Kim Jong Un. North Korea is expected to draw attention to Korea's division in the weeks leading up to the 60th anniversary in July marking the close of the Korean conflict, which ended in an armistice. A peace treaty has never been signed formally ending the war.

As Pyongyang continues to shun disarmament and shut out nuclear inspectors, Washington's top worry is North Korea's nuclear weapons program. Pyongyang is estimated to have a handful of crude nuclear devices and has been working toward building a bomb it can mount on a missile capable of striking the United States.

Earlier this year, Kim Jong Un enshrined the drive to build a nuclear arsenal, as well as building the economy, as national goals. North Korea claims the need to build atomic weapons to defend the country against what it sees as a U.S. nuclear threat in Korea and the region.

North Korea will not give up its nuclear ambitions until the entire Korean Peninsula is free of nuclear weapons, a spokesman from the National Defense Commission said in a statement carried by the Korean Central News Agency.

"The denuclearization of the Korean Peninsula does not only mean 'dismantling the nuclear weapons of the North'" but also should involve "denuclearizing the whole peninsula, including South Korea, and aims at totally ending the U.S. nuclear threats" to North Korea, the spokesman said.

The U.S. denies having nuclear bombs in South Korea, saying they were removed in 1991. However, the U.S. military keeps nuclear submarines in the region and has deployed them for military exercises with South Korea.

After blaming Washington for raising tensions by imposing "gangster-like sanctions" on North Korea, the unnamed NDC spokesman called on the U.S. to propose a venue and date for talks but warned against setting preconditions.

U.S. envoy Glyn Davies said Friday in Washington that the U.S. isn't opposed to engagement but would not accept North Korea as a nuclear state nor reward it for "absence of bad behavior."

The key to a diplomatic solution, he said, is for the U.S. and North Korea's four neighbors involved in long-stalled nuclear negotiations with Pyongyang to send a unified message: that it must live up to previous commitments to denuclearize. Davies, who is to meet with his Japanese and South Korean counterparts next week to discuss North Korea, said there is a growing international consensus against the North's nuclear ambitions.

"We have every expectation that Beijing will use its special relationship with (North Korea) to encourage Pyongyang to choose a different path," he said in a comments made at the Wilson Center think tank.

Washington has been burned in the past by efforts to reach out to Pyongyang. Months of behind-the-scenes negotiations yielded a significant food-for-disarmament deal in February 2012, but that was scuttled by a failed North Korean long-range rocket launch just weeks later.

Pyongyang's bid to reach out to the U.S. comes as South Korea's new president, Park Geun-hye, is to sit down for talks with China's new leader, Xi Jinping, in Beijing later this month. Park, whose North Korea policy calls for building trust while remaining firm on provocations, has been active in reaching out to Beijing. Xi, meanwhile, met recently with Obama in California.

China crucially supplied North Korea with troops during the Korean War, and has remained a key ally and benefactor since then, but has pushed Pyongyang to return to disarmament talks.

"The fact that North Korea proposed talks (with the U.S.) ahead of the South Korea-China summit signifies its intent to keep China in check," said Kim Yong-hyun, a professor of North Korean studies of Dongguk University in Seoul, South Korea.

Pyongyang also is sending a message to South Korea warning that if Seoul does not actively try to improve relations with North Korea, the regime will go directly to Washington, sidelining Seoul, he said.

Partial vote count in Iran gives Rowhani wide lead

TEHRAN, Iran (AP) ? Iran's reformist-backed presidential candidate surged to a wide lead in a partial vote count Saturday, a top official said, suggesting a flurry of late support could have swayed a race that once appeared solidly in the hands of Tehran's ruling clerics.

The powerful showing by former nuclear negotiator Hasan Rowhani, which may be enough to give him an outright victory and avoid a two-person runoff next Friday, demonstrated the strength of opposition sentiment even in a system that is gamed against it. The ruling clerics barred from the race reform candidates seen as too prominent, allowing a list of hopefuls who were mainly staunch loyalists of the supreme leader.

But the opposition settled on Rowhani as the least objectionable of the bunch, making him the de facto reform candidate.

While Iran's presidential elections offer a window into the political pecking orders and security grip inside the country ? particularly since the chaos from a disputed outcome in 2009 ? they lack the drama of truly high stakes as the country's ruling clerics and their military guardians remain the ultimate powers.

Security forces also are in firm control after waves of arrests and relentless pressures since the last presidential election in 2009, which unleashed massive protests over claims the outcome was rigged to keep the combative Mahmoud Ahmadinejad in power for a second and final term. He is barred from seeking a third consecutive run. However the last-moment surge around Rowhani injected some excitement in the race.

Rowhani had just over 50 percent of the more than 27 million votes tallied by mid-afternoon, the Interior Ministry reported, well ahead of Tehran Mayor Mohammad Bagher Qalibaf with about 15.8 percent. Conservative Mohsen Rezaei and hard-line nuclear negotiator Saeed Jalili were running neck and neck at third place.

Minister Mostafa Mohammad Najjar said the final result would be announced by late Saturday. Iran has more than 50 million eligible voters, and turnout in Friday's election was believed to be high.

Election officials began the ballot count after voters waited on line for hours in wilting heat Friday at some polling stations in downtown Tehran and other cities, while others cast ballots across the vast country from desert outposts to Gulf seaports and nomad pastures. Voting was extended by five hours to meet demand, but also as possible political stagecraft to showcase the participation.

The apparent strong turnout ? estimated at 75 percent by the hard-line newspaper Kayhan ? suggested liberals and others abandoned a planned boycott as the election was transformed into a showdown across the Islamic Republic's political divide.

On one side were hard-liners looking to cement their control behind candidates such as Jalili, who says he is "100 percent" against detente with Iran's foes, or Qalibaf, who was boosted by a reputation as a steady hand for Iran's sanctions-wracked economy.

Opposing them were reformists and others rallying behind the "purple wave" campaign of Rowhani, the lone relative moderate left in the race. Many reform-minded Iranians who have faced years of crackdowns looked to Rowhani's rising fortunes as a chance to claw back a bit of ground.

Iran has no credible political polling to serve as harder metrics for the street buzz around candidates, who need more than 50 percent of the vote to seal victory and avoid a runoff. Journalists face limits on reporting such as requiring permission to travel around the country. Iran does not allow outside election observers.

The Interior Ministry said Rowhani had 14,020,139 votes from the 27,594,719 counted so far. Qalibaf trailed with 4,369,985. Jalili had 3,163,211 and Rezaei 3,129,444. The other two candidates were far behind.

Officials did not say in which parts of the country the ballots were counted. Counts tend to come in first from provinces outside the capital, raising the possibility ballots from Tehran could tilt the decision.

Even a win by Rowhani would be more of a limited victory than a deep shake-up. Iran's establishment, a tight alliance of the ruling clerics and the ultra-powerful Revolutionary Guard, still holds all the effective power and sets the agenda on all major decisions such as Iran's nuclear program and its dealings with the West. The greater comfort level by the theocracy and Revolutionary Guard also sets a different tone from 2009. Opposition groups appear too intimidated and fragmented to revive street demonstrations.

Rowhani, the only cleric in the race, led the influential Supreme National Security Council and was given the highly sensitive nuclear envoy role in 2003, a year after Iran's 20-year-old atomic program was revealed.

"Rowhani is not an outsider and any gains by him do not mean the system is weak or that there are serious cracks," said Rasool Nafisi, an Iranian affairs analyst at Strayer University in Virginia. "The ruling system has made sure that no one on the ballot is going to shake things up."

Yet a Rowhani victory would not be entirely without significance either. It would make room for more moderate voices in Iranian political dialogue and display their resilience. It also would bring onto the world stage an Iranian president who has publicly endorsed more outreach rather than bombast toward the West.

The last campaign events for Rowhani carried chants that had been bottled up for years.

Some supporters called for the release of political prisoners including opposition leaders Mir Hossein Mousavi and Mahdi Karroubi, both candidates in 2009 and now under house arrest. "Long live reforms," some cried at Rowhani's last rally. The rally was awash in purple banners and scarves ? the campaign's signature hue in a nod to the single-color identity of Mousavi's now-crushed Green Movement.

"My mother and I both voted for Rowhani," said Saeed Joorabchi, a university student in geography, after casting ballots at a mosque in west Tehran.

In the Persian Gulf city of Bandar Abbas, local journalist Ali Reza Khorshidzadeh said many polling stations had significant lines and many voters appeared to back Rowhani.

Just a week ago, Rowhani was seen as overshadowed by candidates with far deeper ties to the current power structure: Jalili and Qalibaf.

Then a moderate rival of Rowhani bowed out of the presidential race to consolidate the pro-reform camp. That opened the way for high-profile endorsements including his political mentor, former President Akbar Heshmi Rafsanjani, who won admiration from opposition forces for denouncing the postelection crackdowns in 2009. This, too, may have led to Rafsanjani's being blackballed from the ballot this year by Iran's election overseers, which allowed just eight candidates among more than 680 hopefuls.

Fervor remained strong for Rowhani's rivals as well.

Qalibaf is riding on his image as a capable fiscal manager who can deal with the deepening problems of Iran's economy and sinking currency.

Jalili draws support from hard-line factions such as the Revolutionary Guard's paramilitary corps, the Basij. His reputation is further enhanced by a battlefield injury that cost him the lower part of his right leg during Iran's 1980-88 war with Saddam Hussein's Iraq, which at the time was backed by the United States.

"We should resist the West," said Tehran taxi driver Hasan Ghasemi, who supported Jalili.

Iran's supreme leader, Ayatollah Ali Khamenei, has not publicly endorsed a successor for Ahmadinejad following their falling out over the president's attempts to challenge Khamenei's near-absolute powers.

Ahmadinejad leaves office weakened and outcast by his political battles with Khamenei ? yet another sign of where real power rests in Iran. The election overseers also rejected Ahmadinejad's protege Esfandiar Rahim Mashaei in apparent payback. The usually talkative Ahmadinejad gave only a brief statement to reporters as he voted and refused to discuss the election.

Khamenei remained mum on his own choice even as he cast his ballot. He added that his children don't know whom he backs.

Instead, he blasted the U.S. for its repeated criticism of Iran's clampdowns on the opposition and the rejection of Rafsanjani and other moderates from the ballot.

"Recently I have heard that a U.S. security official has said they do not accept this election," Khamenei was quoted by state TV after casting his vote. "OK, the hell with you."

Iran's state media hailed the apparently high turnout as a boost for the Islamic Republic's political system.

"A great political epic has shocked the world," read a front-page headline in Kayhan Saturday. Khamenei had called for a "political epic," saying a high turnout would protect Iran against its enemies.

The economy, too, is under far more pressures than in 2009.

Western sanctions over Iran's nuclear program have shrunk vital oil sales and are leaving the country isolated from international banking systems. New U.S. measures taking effect July 1 further target Iran's currency, the rial, which has lost half its foreign exchange value in the past year, driving prices of food and consumer goods sharply higher.
