US commandos hand over troubled area to Afghans

KABUL, Afghanistan (AP) ? U.S. special operations forces handed over their base in a strategic district of eastern Afghanistan to local Afghan special forces on Saturday, senior U.S. commanders said. The withdrawal satisfies a demand by Afghan President Hamid Karzai that U.S. forces leave the area after allegations that the Americans' Afghan counterparts committed human rights abuses there on U.S. orders.

The transfer of authority ends a particularly rocky episode in the strained relations between the U.S. and Karzai. He had insisted that U.S. forces leave Nirkh district in Wardak province over the alleged torture, kidnapping and summary execution of militant suspects there ? charges U.S. officials firmly denied.

The incident shows the larger struggle of Karzai's government to assert its authority over security matters, even as its green security forces try to assume control of much of the country from coalition forces on a rushed timeline, ahead of the scheduled withdrawal of most of coalition forces by December 2014.

"As we pledged, our forces have transitioned Nirkh district to Afghan national security forces and they have now assumed full responsibility for security in this key district," Gen. Joseph Dunford, the top commander of U.S. and NATO forces in Afghanistan, said in a statement released Saturday.

"The rest of Wardak will continue to transition over time as Afghan forces continue to grow in capability and capacity," he added.

Maj. Gen. Tony Thomas, the top U.S. special operations commander in Afghanistan, told The Associated Press in an interview that the transition of authority took place Saturday. "What it means is we brought in an Afghan special forces team to take the place of ours," Thomas said.

Attaullah Khogyani, spokesman for the governor of Wardak province outside Kabul, confirmed that U.S. special operations forces withdrew and were replaced by a joint Afghan security forces team.

Karzai had originally demanded the U.S. special operations forces pull out from the entire province, a gateway and staging area for Taliban and other militants for attacks on the capital Kabul. But he scaled down his demands to just the single district after negotiations with Dunford and other U.S. officials.

"President Karzai was specific, it's only for Nirkh, that was a provocative point," Thomas said. "American special operations forces are integral in the defense of Wardak from now until the foreseeable future."

U.S. commandos will also continue to visit the Afghan team in Nirkh.

"We're going to support them from a distance," Thomas said. "The reality is there was such a groundswell of support (from locals) in Wardak after the initial allegations that we're keeping several teams down there to work with the Afghan security forces for the future, with an idea that we'll transition over time."

The American special operations troops are paired with and live alongside locally recruited and trained teams known as Afghan local police. Thomas said most of the local police will be paired with Afghan security forces by the end of the summer, with the Americans making occasional visits as they will do in Nirkh, to assess whether they need logistic or other support.

One Wardak government official expressed relief that the agreement crafted with Karzai did not mean the complete pullout of U.S. forces from the province, saying that local officials were worried their new forces would not yet be able to keep hardcore insurgents out of the area.

The official spoke on condition of anonymity because his comments run counter to public statements made by Karzai that the Afghan security forces are ready for complete independence in Wardak.

Meanwhile, Taliban militants attacked a police convoy Saturday morning in Ghazni province in eastern Afghanistan, kicking off a fierce gunbattle, according to deputy provincial police chief Col. Mohammad Hussain.

The police requested a coalition air strike, which hit the militants' position and killed 15 fighters but also wounded nine civilians including a woman and child, Hussain said. He did not report any police casualties.

Libyan official: 3 activists raped by militiamen

TRIPOLI, Libya (AP) ? Three female British activists of Pakistani origin were raped by Libyan pro-government militiamen in the eastern city of Benghazi, after joining an aid convoy bound for Gaza to break an Israeli blockade, officials from several countries confirmed on Friday.

Libyan deputy prime minister Awad al-Barassi, who visited the women in the hospital, said the victims were traveling with two male companions when they were kidnapped on Tuesday on their way to the Benghazi airport after deciding to return to Britain.

The overland convoy left Britain on Feb. 25, but was stuck for days along the Libyan-Egyptian border after Egyptian border guards refused to let them to cross.

Al-Barassi told Libya al-Hurra TV late Thursday that the women were in "very bad shape." Two of the women are sisters and their father witnessed the rape of the women, he said.

Their 10-vehicle convoy carrying medical supplies was named "Mavi Marmara" in honor of a ship involved in a 2010 deadly flotilla incident, according to Huseyin Oruc of IHH, a Turkish humanitarian relief organization.

IHH was the group that helped organize the international flotilla that was attacked on May 31, 2010. Israeli commandos stormed the Mavi Marmara while stopping the flotilla that was trying to breach an Israeli blockade of Gaza. Eight Turks and a Turkish-American were killed, and dozens of activists and seven Israeli soldiers were wounded.

IHH mediated the release of the kidnapped women and men after they were contacted by the convoy's organizers and pled for help. The man and his daughters were scheduled to return to Britain on Friday, he said.

He said the women were attacked and robbed, and that their abductors included a taxi driver and a group of men in military uniforms.

Less than two years after the country's uprising-turned-civil war, Libya is struggling to build a unified army and police force amid increasingly powerful militias. The government depends on some of the militias to fill the security vacuum, but has struggled to control over their actions.

Pakistani Foreign Ministry spokesman Aizaz Ahmad Chaudhry condemned the attack and said that Pakistani embassy in Libya had lodged a strong protest with Libyan authorities

"A heinous crime has been committed against these female activists," he said, adding that he hoped stern action would be taken against the attackers.

Britain's Foreign Office said in a statement that it was aware of an incident involving British nationals who were part of an aid convoy. The office said the government was providing consular assistance, but it did not elaborate.

Proximity to coal-tar-sealed pavement raises risk of cancer, study finds

Mar. 28, 2013 ? People living near asphalt pavement sealed with coal tar have an elevated risk of cancer, according to a study in the journal Environmental Science and Technology. Much of this calculated excess risk results from exposures in children, age six or younger, to polycyclic aromatic hydrocarbons (PAHs) from the sealant.

"The increased cancer risk associated with coal-tar-sealed asphalt (CSA) likely affects a large number of people in the U.S. Our results indicate that the presence of coal-tar-based pavement sealants is associated with significant increases in estimated excess lifetime cancer risk for nearby residents," said E. Spencer Williams, Ph.D., principal author of the study and Baylor University assistant research scientist at the Center for Reservoir and Aquatic Systems Research in Baylor's College of Arts & Sciences.

Researchers from Baylor University in Waco, Texas, and the in Austin, Texas, are the first to report on the potential human health effects of PAHs in settled house dust and soil in living spaces and soil adjacent to parking lots sealed with coal-tar-based products.

"Exposure to these compounds in settled house dust is a particularly important source of risk for children younger than six years of age, as they are expected to ingest this material at higher rates," Williams said. "This indicates that the use of coal-tar-based pavement sealants magnifies aggregate exposures to PAHs in children and adults in residences adjacent to where these products are used and is associated with human health risks in excess of widely accepted standards."

Data on PAHs in settled house dust used for this analysis were published previously by the same authors. In that study, settled house dust and parking lot dust were sampled for 23 ground-floor apartments in Austin, Texas. The parking lot surfaces adjacent to the apartments were coal-tar-sealed asphalt, asphalt-based sealant over asphalt pavement, or unsealed concrete. Concentrations of PAHs were 25 times higher in house dust in residences adjacent to coal-tar-sealed pavement compared to those with other pavement types. "This study was the first to find a strong association between a product or a behavior and PAHs in house dust," said Barbara Mahler, the USGS research hydrologist who oversaw the study.

For this study, doses and risk associated with residences adjacent to unsealed asphalt lots were considered relative to those adjacent to (CSA) parking lots. Benzo(a)pyrene concentrations in CSA-affected settled house dust were high relative to those reported in most parts of the U.S. where coal-tar-based sealcoat is not used (California and Arizona). Data for PAHs in coal-tar-sealed asphalt-affected soils and unsealed asphalt-affected soils are available from samples from New Hampshire and suburban Chicago.

The analysis did not consider exposure to the dust on the pavement itself, which has PAH concentrations 10s to 100s of times higher than those in house dust or soil, or inhalation of air over sealed pavement. "Over time, about half of the PAHs in the sealcoat are released into the air, and concentrations in air are extremely high, particularly in the hours to days after application," said Peter Van Metre, USGS research hydrologist and author of two papers on volatilization of PAHs from sealcoat.

Sealcoat is a black, shiny substance sprayed or painted on the asphalt pavement of parking lots, driveways, and playgrounds to improve appearance and protect the underlying asphalt. An estimated 85 million gallons of coal-tar-based sealant are applied to pavement each year, primarily east of the Continental Divide in the U.S. and parts of Canada. Coal-tar-based pavement sealants are 15 to 35 percent coal-tar pitch, which has been classified as a human carcinogen by the International Agency for Research on Cancer. Over time, the dried sealant is worn away from pavement surfaces, and the resulting mobile dust particles can be transported into nearby homes.

"Although the analysis presented here is based on a limited dataset, the results indicate that biomonitoring might be warranted to characterize the exposure of children and adults to PAHs associated with coal-tar-based pavement sealant," Williams said. "Further investigation is also needed into the impacts of coal-tar-based pavement sealants on PAH concentrations in indoor and outdoor environments."

Cypriot businesses rue cost of rescue

NICOSIA (Reuters) - Christakis Petsas counts the cost of the turmoil in Cyprus in terms of cars - 40 of them, stuck at the port in the coastal town of Limassol and costing him 800 euros a day in lost earnings.

That's 12,000 euros ($15,000) since banks in Cyprus closed their doors almost two weeks ago and refused to transfer the import tax payment on the new fleet of vehicles for Petsas Rent-A-Car of Nicosia.

Banks reopened on Thursday, but the ripple effect of their closure and the tough terms of a rescue deal that saved Cyprus from bankruptcy will strangle business on the island for a long time to come.

"The situation is tragic," said Petsas, a veteran of the 1974 Cypriot war that left the island divided between Greeks and Turks.

"I lived through the war as a soldier and I've never seen people so anxious. Back then you knew who the enemy was. These days you don't know whom you're fighting, or what tomorrow will bring."

Cyprus imposed strict restrictions on banking on Thursday to avert a run on banks by panicked depositors - Cypriots and wealthy foreigners - in the wake of a bailout deal struck with the European Union to save the island from bankruptcy.

The deal will close Cyprus Popular Bank, known as Laiki, the country's second biggest bank and one of Petsas' biggest clients.

It will hurt the country's reputation as a haven for offshore financing, shrink its outsize banking sector and likely condemn the island to a prolonged economic slump - all as the price of staying part of the 17-nation euro currency bloc.

The bank shutdown has starved the economy of cash, meaning Petsas has to pay his 56 employees by cheque, which they will be unable to cash under the capital controls imposed by the government.

They, in turn, will rein in spending.

"This whole situation has caused a chain reaction in the economy," said Petsas, a stocky Greek Cypriot in his late 50s whose father started Petsas Rent-A-Car in 1963.

CAPITAL FLIGHT

Imports have ground to a halt since the banks closed and businesses have suffered as customers hoard cash.

Bank transfers ceased and suppliers demanded cash. One restaurant owner on the Nicosia's main pedestrian thoroughfare, Ledra Street, apologized that sparkling mineral water was off the menu. The bottles were stuck at customs.

"We've had no sales, it's dead," said Haralambos Kaldelis, who owns a clothing boutique in the capital, Nicosia. "We have to pay rent, and there's no money. The VAT (sales tax) needs to be paid, and there's no money."

"Before, the banks would let you go over your limit, but what about now?"

Cyprus's banks were crippled by their exposure to Greece, where Europe's debt crisis began.

Fearing a massive flight of capital, the government says it will keep the capital controls in place for a month, but economists say they will likely remain for much longer until at least the shoots of a recovery emerge.

The Central Bank says it will scrutinize all major commercial transactions, limit transfers abroad and demand proof that businesses are paying for imports, not funneling funds out of the country. Banks will not cash cheques, and customs officers will stop anyone trying to take more than 1,000 euros out of the country.

Many foreign depositors, who took advantage of Cyprus's generous offshore banking industry, have already voted with their feet.

Figures published by the island's Central Bank on Thursday showed that savers from other countries using the euro withdrew 18 percent of their deposits in February, as talk of a tax on bank accounts gained ground.

Big depositors with over 100,000 euros in Cypriot banks stand to take a big hit under the terms of the bailout, an unprecedented step in Europe's handling of a debt crisis that has spread from Greece, to Ireland, Spain, Portugal and Italy.

Cypriots have been stunned by the pace of the unfolding drama, having elected conservative President Nicos Anastasiades barely a month ago on a mandate to secure the bailout.

Many say they feel little relief to have sealed the rescue package, seeing in the capital controls the emergence of a two-tier euro zone and a brake on any potential recovery.

"I was expecting a rise in revenue this year from tourists, maybe about five percent, mainly Russians," said Petsas. "But the situation has hurt our image and many will think twice about visiting," he said.

Cyprus, he said, will have to muddle through.

"We Cypriots are survivors by nature," he said. "We'll get through this."

Last day: Here's a last minute tax savings guide | Firstpost

With less than a week left for you to make tax saving investments for FY 2012-13, there is a good possibility you might just make the wrong investments in a hurry to avoid missing the deadline and keeping? in mind the sole objective of tax savings. After all as they say, ?Invest in a hurry, regret in leisure.? Here?s a quick guide for last minute tax savings instruments. So, you can make an informed decision, and not simply rely on your agent?s sales pitch.

For the sake on convenience, we will divide the instruments into two. Those which fall under Section 80 C and the others.

Section 80 C investments: Before, we begin keep in mind that your Employee Provident Fund (EPF) would make the major part of the Section 80 C deduction. The maximum deduction permitted under this section is Rs1 lakh.

1) Public Provident Fund: You get an 8.8 percent tax-free investment. Lock in period is 15 years and maximum amount Rs 1 lakh per financial year. Read more here.

2) Life insurance premiums: Premium amounts for self or wife and children. Premium paid before 31 March 2012 will get a deduction only to the extent of 20 percent of the actual capital sum assured. And policy issued after the 1st day of April 2012 will get a deduction only to the extent of 10 percent of the actual capital sum assured. We strongly recommend you buy only a Term Plan, as life insurance.

3) National Savings Certificate: Five-year NSC give?s 8.6 percent returns and for 10 years it?s 8.9 percent. Interest income you earn every year is taxable. But, as the interest is also reinvested, it becomes part of the overall section 80C contribution.

4) Five-year tax savings fixed deposit: The lock-in period is five years, without any pre-mature withdrawals. Rate varies from bank to bank. Interest earned is taxed, maximum investment limit is Rs 1 lakh.

5) Equity-linked savings scheme: This gives your money equity exposure and the returns here are market-linked. Keep in mind that this comes with a lock-in period of three years. The dividends you earn are tax-free.

6) Pension plans (traditional): Maximum deduction up to Rs 1 lakh for premiums paid for pension plans under Section 80 CCC.

7) Senior citizen savings scheme (SCSS): Only for senior citizens. They offer 9.30 percent as interest. Maximum investment allowed is Rs 15 lakh in a financial year, but only Rs 1 lakh will get benefit under Section 80 C.

8) Two important deductions are: Repayment of principal of your home loan gives you a deduction under 80C of up to Rs 1 lakh.? And, you also get under a deduction Section 80C for tuition fees paid for your children?s full-time education in India.

Non- Section 80 C deductions: Apart from Section 80 C investments options, here are a few more investment options which give you tax benefit.

9) Section 80D ( Medical Insurance policy) : Here you get tax benefits in the form of deduction for premiums you pay for medical insurance. The benefit is up to Rs 15,000 for self and family or if you buy policy for non-senior citizen parents. You can claim within the existing limit a deduction of up to Rs 5,000 for preventive health check-up. Read more here.

10) Section 80DDB (Medical treatment of certain illness): If you are less than 65 years old during the previous year, then the deduction limit is Rs 40,000. If you are a senior citizen (more than age 65), then the deduction limit is Rs 60,000. Read more here.

11) Section 80E (Interest paid for education loan): You can avail of this tax deduction as long an education loan is taken for the spouse, children or self. The deduction is permitted in the initial assessment year or the year in which you start paying the interest on the loan and seven more years immediately after the initial assessment year. 12)? Section 24( Home loan interest amount): You get a tax deduction of up to Rs 1.5 lakh for the interest amount you pay towards home loan. The Rs 1.5 lakh limit on the interest amount is applicable when you?ve taken a loan for a self-occupied house. If it?s not a self-occupied house (rented out) there is not limit of Rs 1.5 lakh. 13) Section 80 TTA (Savings accounts): Here savings account interest income up to Rs 10,000 will get a tax deduction. This deduction of Rs 10,000 on savings account interest income is all bank accounts put together. Read more here.

14) Section 80 G:? Donations to certain charitable organisations and institutions you get tax deduction under Section 80 G. The amount of deductions can be either 50 percent or 100 percent, depending upon the type of institution you donate to.

Now that you know about tax savings options, don?t blindly buy the insurance policy your agent wants to sell you as a tax saving tool. Remember, investments made in a hurry to save taxes are more likely to result in you becoming a victim of mis-selling.

North Korea reportedly cuts 3G for tourists, restricts access to long term visitors

It was just a month ago that North Korea started allowing mobile internet access to visitors (while still restricting it from citizens), but now a tour group says that program has ended. First reported by North Korea Tech, a post on the Koryo Group site indicates that tourists can still purchase SIM cards for international calling, but internet access is not available, a return to its policy from January. A recent blog post from the 22nd goes into more detail, explaining that 3G Koryolink access for foreigners "has been restricted to long term visitors/residents of Pyongyang only." With no word from the government on the policy change you'll have to insert your own reasoning, although we imagine Eric Schmidt is not pleased.

A coalition of teachers, parents, and union officials had challenged the voucher program as unconstitutional, saying it uses public money to promote religious education.

But Indiana Supreme Court Chief Justice Brent Dickson wrote that whether or not the program is ?wise educational or public policy,? it is constitutional because the state funds "do not directly benefit religious schools but rather directly benefit lower-income families with school children."

The ruling is considered a precedent for other states that say parents should have greater choice in where their children attend school.

?This ruling is a model, or a roadmap, for how to structure a [school voucher law] law that is the most expansive in the nation,? says Terry Spradlin, associate director of education policy at the Center for Evaluation and Education Policy at Indiana University in Bloomington.

The ruling resulted from a 2011 lawsuit that challenged the constitutional merit of redirecting tax dollars from local public school districts to pay partial private school tuition. The Indiana State Teachers Association suggested the program is a backhanded method of funding religious activity, considering that the majority of private schools in Indiana are parochial. It also said it violated the state constitution that ensures uniform public school access.

?There are not many good private school choices outside religiously-affiliated schools in this program. Most parochial schools around the nation are struggling to survive, so parochial school advocates see this [voucher program] as a way to extend their livelihood,? Mr. Spradlin says.

The voucher program was pushed through by former Indiana Gov. Mitch Daniels as part of an education reform initiative that expanded private school access for lower- and middle-income households. Under the new program, a family of four earning less than $42,000 annually can receive up to 90 percent of the maximum state voucher, while the income cap for receiving 50 percent of that aid is $62,000 annually.

The Indiana program ?is a little more expansive than more narrow programs that exist around the nation,? such as those in Wisconsin and Ohio, for example, which are limited to students attending public schools in Milwaukee and Cleveland respectively, says Spradlin.

This is the second school year the program is in operation and the number of voucher recipients has jumped 140 percent, to 9,424 students receiving them for this school year, compared with 3,919 the last. The majority of vouchers used are in Indianapolis, where the number of students in the city?s public school system receiving vouchers increased 96 percent, from 644 in the last school year to 1,262 students today.

Indiana Gov. Mike Pence praised the court decision, releasing a statement Tuesday that said ?parents should be able to choose where their children go to school, regardless of their income? and that the state ?must continue to find ways to expand educational opportunities for all Indiana families.?

A current bill that passed the state House and is currently up for debate in the Senate would expand the vouchers to kindergarten students. Under current law, students must attend at least two semesters in public schools before becoming eligible for vouchers.?

Dell says Blackstone, Icahn offers may be superior

(Reuters) - Dell Inc said it received alternative proposals from Blackstone Group LP and Carl Icahn that could be superior to the $24.4 billion offer from founder Michael Dell and private equity fund Silver Lake Partners last month.

Michael Dell is willing to explore the possibility of working with third parties regarding alternative offers, the company said on Monday.

However, Dell said the special board committee considering a sale continues to support the company's pending sale to Michael Dell and Silver Lake Partners.

The committee was evaluating the new takeover proposals to decide whether either or both offers are likely to trump the existing take-private deal, Reuters reported on Sunday, quoting a source familiar with the discussions.

Icahn has offered $15 per share for 58 percent of Dell, while Blackstone has proposed paying more than $14.25 per share. The Silver Lake group had agreed to buy all of Dell for $13.65 per share.

Dell's shares were up 4 percent at $14.67 in heavy premarket trading on Monday.

Icahn Enterprises raised the prospect of working with Blackstone, saying the two groups had held preliminary talks.

"We plan to review the Blackstone proposal in greater detail," Icahn Enterprises said on Monday, adding that the Michael Dell-Silver Lake proposal "significantly undervalues Dell."

One issue for the special committee is how to compare the three proposals. Both Blackstone's and Icahn's proposals envision that a portion of Dell's stock will remain publicly traded.

Silver Lake was not reachable for comment outside normal business hours in the United States.

"We continue to believe a higher bid than the current $13.65 per share offer will likely be offered but, based on our assumptions, a $15 per share bid may be a threshold," Wells Fargo Securities Maynard Um said in a note.

"We believe a higher Silver Lake/Dell bid might still be a more attractive and strategic option, assuming information regarding the public stub and financial services sale is accurate," he said.

The rival bids for Dell throw the future of the PC-maker into question. A "go-shop" period - during which the target company actively looks for rival offers - for a deal of this size rarely yields competing offers. The bids now could potentially turn the sale of Dell into a three-horse race, which could drag out for months.

It also could threaten the future of Michael Dell, who founded the technology giant at the age of 19 with just $1,000. Under the Silver Lake plan, he planned to contribute his roughly 16 percent share of Dell's equity to the deal, along with cash from his investment firm MSD Capital, and to remain CEO of the company. Silver Lake is putting up $1.4 billion in the deal.

The Silver Lake group has no plans to increase or amend its offer until Dell's special committee comes out with a ruling on the rival proposals, two sources close to the matter said late on Sunday. They said for now the buyout firm and Michael Dell planned to move forward with their current deal.

But the current plan to take the company private has come under attack from several high-profile Dell shareholders such as Southeastern Asset Management and T. Rowe Price.

The shareholders have said that his offer undervalues the company and pledged to vote against the deal, which requires a majority of shareholders, excluding the founder, to pass.

Brian Marshall, an analyst at ISI Group said in a report on Sunday that he did not expect the Silver Lake group to raise its offer meaningfully above the rival bids, "given significant challenges facing the PC business and a long transformation ahead."

RIVAL BIDS

Under Icahn's proposal, Dell shareholders will have a choice of electing cash or stock, but there would be a cap on the amount of cash they could get, the source said.

In other words, if all Dell shareholders chose to cash out, they could only sell 58 percent of their stock, retaining the other 42 percent that will remain publicly traded.

Icahn is being advised by investment bank Jefferies Group Inc. He plans to fund his bid with his own money, Dell's cash as well as new debt.

The activist investor, who has taken a stake in Dell, earlier this month demanded Dell pay out $15.7 billion in special dividends. He is no longer asking for that, the source said.

Jefferies declined to comment on Sunday.

Blackstone recently hired Dell's former vice president of corporate strategy, David Johnson.

Under Blackstone's proposal, Dell also would have a certain amount of stock publicly traded. But unlike the Icahn proposal, Blackstone has proposed buying out any shareholder that wants to cash out of Dell.

Blackstone is being advised by Morgan Stanley, which has also given it a highly confident letter of financing, the source said.

Morgan Stanley declined to comment on Sunday.

There have also been some conversations about the Blackstone group selling Dell's financial services business, but that is not part of the current proposal, the source said.

NEXT STEPS

Dell was regarded as a model of innovation as recently as the early 2000s, pioneering online ordering of custom-configured PCs and working closely with Asian component suppliers and manufacturers to assure rock-bottom production costs.

But as of 2012's fourth quarter, Dell's share of the global PC market had slipped to just above 10 percent from 12.5 percent a year earlier as its shipments tumbled 20 percent, according to research house IDC.

Michael Dell returned to the company as CEO in 2007 after a brief hiatus, but has been unable to engineer a turnaround thus far. Dell's focus on corporate computing in recent years has yet to yield results, critics note.

Competing successfully against incumbents, including IBM and Hewlett-Packard, will not be easy no matter what the corporate structure.

A source earlier said that Dell had slashed its internal forecast for fiscal 2013 operating profit to about $3 billion - down sharply from the $3.7 billion it had predicted previously. The source added that more details will be revealed in a proxy filing which is expected by the end of this week.

Meanwhile, if the special committee of the board decides that either - or both - of the rival bids for Dell are reasonably likely to lead to superior offers, Icahn and Blackstone will have to present firm bids for Dell. The negotiations are likely to take weeks, the source said.

At that point, the special committee will again need to decide whether the firm bids from Icahn and Blackstone, which include features such as committed financing, were superior to the Silver Lake-Michael Dell agreement.

If they are superior, Silver Lake and Michael Dell will get one shot at revising their original bid. Unlike most other go-shop processes, where the original bidders get several chances to match rival bids, Dell has given its founder and Silver Lake the right to do so only once.

TRENTON, N.J. (AP) ? The lottery fantasies of mansions, luxury boats and unlimited travel are over for most people. But for the owner ? or owners ? of the lone winning ticket sold in New Jersey for Powerball's $338.3 million drawing they're just beginning.

New Jersey Lottery officials will release information on the ticket at a news conference Monday morning at the lottery's headquarters in Lawrenceville.

Details on where and when Saturday's winning ticket was purchased and other related information were not disclosed Sunday by officials, who also would not say if anyone claiming to hold the ticket had contacted them.

Lottery officials say it was the fourth-largest jackpot in Powerball history. The numbers drawn were 17, 29, 31, 52, 53 and Powerball 31. A lump sum payout would be $221 million.

Retailers in New Jersey said the growing jackpot had spurred a big boost in ticket sales in recent days, and many people were willing to stand in long lines to get their tickets.

"We are hoping that we sold it here because that would be a blessing for one of our customers in these tough times," said a worker at a Camden area convenience store.

When Teddy Jackson heard Sunday morning that the winning Powerball ticket was sold in New Jersey, the Toms River resident combed through his 40 tickets and hoped for the best.

About 20 minutes later, after checking each ticket at least a couple times, Jackson realized he would have to go work on Monday.

"There were a few where I had one or two numbers, but that was it," the 45-year-old electrician said Sunday.

"I hope whoever wins does good things with the money," Jackson said. "It's OK to buy yourself a few material things and take some trips, but $338 million can do a lot of good things. Help the people who lost their jobs, the ones who got destroyed by (Superstorm) Sandy, the folks dealing with serious medical problems ... don't become one of these stupid people who get a windfall and blow it all."

Lottery officials said 13 tickets worth $1 million apiece ? matching the first five numbers but missing the Powerball ? were sold in Arizona, Florida (2), Illinois, Minnesota, North Carolina, New Jersey, New York, Ohio, Pennsylvania (2), South Carolina and Virginia.

Powerball said on its website that the grand prize jackpot has now been reset to an estimated $40 million or a lump sum cash amount estimated at $25 million for Wednesday's next drawing.

No one had won the Powerball jackpot since early February, when Dave Honeywell in Virginia bought the winning ticket and elected a cash lump sum for his $217 million jackpot.

The largest Powerball jackpot ever came in at $587.5 million in November. The winning numbers were picked on two different tickets ? one by a couple in Missouri and the other by an Arizona man ? and the jackpot was split.

Nebraska still holds the record for the largest Powerball jackpot won on a single ticket ? $365 million. That jackpot was won by eight workers at a Lincoln meatpacking plant in February 2006.

Powerball is played in 42 states, Washington, D.C., and the U.S. Virgin Islands. The chance of matching all five numbers and the Powerball number is about 1 in 175 million.

Powerball said on its website that the game is played every Wednesday and Saturday night when five white balls are drawn from a drum of 59 balls and one red ball is picked from a drum with 35 red balls. It added that winners of the Powerball jackpot can elect to be paid out over 29 years at a percentage set by the game's rules ? or in a lump sum cash payment.

Payroll Tax Hike Doomsday: Stocks, Real Estate Buffer Impact

Economists predicted catastrophe: As workers started taking home paychecks in January that were 2 percent lighter ? thanks to the expiration of the payroll tax cut ? they thought consumer confidence and spending would tank.

So far, it hasn't.

Retail sales rose more than analysts expected last month, and consumer confidence rebounded. In a new survey from Bankrate.com, 48 percent of respondents said they didn't notice having less money, while 7 percent said it hasn't affected their finances.

"It was a little anti-climactic," said Portland, Ore. resident Taraneh Fultz, who works at a distribution company. "It wasn't as big a deal as we were actually thinking." Fultz said she and her husband might return some of the discretionary income they had shaved from their budget in anticipation of the tax increase.

"It wasn't until I saw my paycheck that I realized how important 2 percent was. That's not to say it was devastating for us. ... It definitely wasn't," said Alex Shorter, who works at a technology company in Atlanta. "In the grand scheme of things, it hasn't affected our standard of living."

"It's very encouraging. It means other things going on are helping," said Mark Zandi, chief economist at Moody's Analytics. "We are weathering the storm well, at least so far, better than I would have thought."

Zandi cautioned against reading too much into a survey of consumer perceptions, noting that the impact could take longer to manifest, but he said record highs in the stock market and a rebounding real estate market contribute to the so-called "wealth effect."

The stock market and higher home values don't put money into people's pockets, but people are willing to save less and spend more, Zandi said.

Shorter, who works at the IT company, said his family's savings are aggressive but that "ultimately, we are putting a little less into savings as a result of this."

"The job creation numbers were sufficient to make consumers believe that their economic situation was improving," said Richard Curtin, director of Surveys of Consumers at the University of Michigan's Survey Research Center, which publishes a monthly survey of consumer confidence. For February, consumer sentiment rose roughly 5 percent over January's figure.

"Hours increased and employment increased, so more people had more money in their income even if taxes were higher," Curtin said.

Only 30 percent of respondents to Bankrate's survey said they cut spending. This figured prominently among the middle class: 42 percent of respondents with household incomes between $50,000 and $75,000 said they were spending less.

Bryan Smith, a police officer in Haledon, N.J., said his family planned to spend less this year anyway because of rising healthcare costs and a deferred raise.

"You forget it's there but you got used to that little bit extra," he said.

That was the idea. The two-year reduction in an employee's portion of the payroll tax that gets funneled toward Social Security to 4.2 percent from 6.2 percent was a measure designed to trickle-charge rather than to jump start the economy.

In other words: Rather than give Americans a lump sum ? which would be more likely saved or used to pay down debt ? doling out a few bucks more per paycheck increased the odds that they would feed that money back into the economy without really thinking about it.

"That's the beauty of this approach to doing a stimulus. It's stealthy," Zandi, the Moody's analyst, said.

It was a boost consumers weren't supposed to notice, so it might not be so surprising that so many didn't notice its disappearance.

Midwest sees spring transform into winter weather

KANSAS CITY, Mo. (AP) ? Few signs of spring are being found in parts of the Midwest as a snowstorm tracks mostly along Interstate 70, bringing heavy snow and high winds.

The National Weather Service said parts of Colorado and northwest Kansas saw 10 to 15 inches of snow Saturday, and southwestern Nebraska had up to 7 inches.

The system moves east Sunday. A winter storm warning has been issued for much of central Missouri, Illinois and Indiana.

Five to 10 inches of snow is forecast along a line from Kansas City to St. Louis. Central Illinois and Indiana could see up to 10 inches overnight and into Monday morning.

But the system didn't affect the NCAA men's basketball championships in Kansas City. North Carolina coach Roy Williams said it was "no distraction."

Amniotic fluid stem cells repair gut damage

Mar. 24, 2013 ? Stem cells taken from amniotic fluid were used to restore gut structure and function following intestinal damage in rodents, in new research published in the journal Gut. The findings pave the way for a new form of cell therapy to reverse serious damage from inflammation in the intestines of babies.

The study, funded by Great Ormond Street Hospital Children's Charity, investigated a new way to treat necrotizing enterocolitis (NEC), where severe inflammation destroys tissues in the gut. NEC is the most common gastrointestinal surgical emergency in newborn babies, with mortality rates of around 15 to 30 per cent in the UK.

While breast milk and probiotics can help to reduce the incidence of the disease, no medical treatments are currently available other than surgery once NEC sets in. Surgical removal of the dead tissue shortens the bowel and can lead to intestinal failure, with some babies eventually needing ongoing parenteral nutrition (feeding via an intravenous line) or an intestinal transplant.

In the study, led by the UCL Institute of Child Health, amniotic fluid stem (AFS) cells were harvested from rodent amniotic fluid and given to rats with NEC. Other rats with the same condition were given bone marrow stem cells taken from their femurs, or fed as normal with no treatment, to compare the clinical outcomes of different treatments.

NEC-affected rats injected with AFS cells showed significantly higher survival rates a week after being treated, compared to the other two groups. Inspection of their intestines, including with micro magnetic resonance imaging (MRI), showed the inflammation to be significantly reduced, with fewer dead cells, greater self-renewal of the gut tissue and better overall intestinal function.

While bone marrow stem cells have been known to help reverse colonic damage in irritable bowel disease by regenerating tissue, the beneficial effects from stem cell therapy in NEC appear to work via a different mechanism. Following their injection into the gut, the AFS cells moved into the intestinal villi -- the small, finger-like projections that protrude from the lining of the intestinal wall and pass nutrients from the intestine into the blood. However, rather than directly repairing the damaged tissue, the AFS cells appear to have released specific growth factors that acted on progenitor cells in the gut which in turn, reduced the inflammation and triggered the formation of new villi and other tissues.

Dr Paolo De Coppi, UCL Institute of Child Health, who led the study, says: "Stem cells are well known to have anti-inflammatory effects, but this is the first time we have shown that amniotic fluid stem cells can repair damage in the intestines. In the future, we hope that stem cells found in amniotic fluid will be used more widely in therapies and in research, particularly for the treatment of congenital malformations. Although amniotic fluid stem cells have a more limited capacity to develop into different cell types than those from the embryo, they nevertheless show promise for many parts of the body including the liver, muscle and nervous system."

Dr Simon Eaton, UCL Institute of Child Health and co-author of the study, adds: "Once we have a better understanding of the mechanisms by which AFS cells trigger repair and restore function in the gut, we can start to explore new cellular or pharmacological therapies for infants with necrotizing enterocolitis."

Senate Democratic budget extends standoff with GOP

(AP) ? An exhausted Senate gave pre-dawn approval Saturday to a Democratic $3.7 trillion budget for next year that embraces nearly $1 trillion in tax increases over the coming decade but shelters domestic programs targeted for cuts by House Republicans.

While their victory was by a razor-thin 50-49, the vote let Democrats tout their priorities. Yet it doesn't resolve the deep differences the two parties have over deficits and the size of government.

Joining all Republicans voting no were four Democrats who face re-election next year in potentially difficult races: Sens. Max Baucus of Montana, Mark Begich of Alaska, Kay Hagan of North Carolina and Mark Pryor of Arkansas. Sen. Frank Lautenberg, D-N.J., did not vote.

White House spokesman Jay Carney praised the Senate plan, saying in a statement it "will create jobs and cut the deficit in a balanced way."

While calling on both sides to find common ground, Carney did not hold out much hope for compromise with Republicans. The rival budget passed by the GOP-led House cuts social programs too deeply, he said, and fails "to ask for a single dime of deficit reduction from closing tax loopholes for the wealthy and well-connected."

The Senate vote came after lawmakers labored through the night on scores of symbolic amendments, ranging from voicing support for letting states collect taxes on Internet sales to expressing opposition to requiring photo IDs for voters.

The Senate's budget would shrink annual federal shortfalls over the next decade to nearly $400 billion, raise unspecified taxes by $975 billion and cull modest savings from domestic programs.

In contrast, a rival budget approved by the GOP-run House balances the budget within 10 years without boosting taxes.

That blueprint? by House Budget Committee Chairman Paul Ryan, R-Wis., his party's vice presidential candidate last year ? claims $4 trillion more in savings over the period than Senate Democrats by digging deeply into Medicaid, food stamps and other safety net programs for the needy. It would also transform the Medicare health care program for seniors into a voucher-like system for future recipients.

"We have presented very different visions for how our country should work and who it should work for," said Sen. Patty Murray, D-Wash., who chairs the Senate Budget Committee. "But I am hopeful that we can bridge this divide."

A day that stretched roughly 20 hours featured brittle debate at times. The loudest moment came toward the end, when senators rose as one to cheer a handful of Senate pages ? high school students ? who lawmakers said had worked in the chamber since the morning's opening gavel. Senators then left town for a two-week spring recess.

Congressional budgets are planning documents that leave actual changes in revenues and spending for later legislation, and this was the first the Democratic-run Senate has approved in four years. That lapse is testament to the political and mathematical contortions needed to write fiscal plans in an era of record-breaking deficits that until this year exceeded an eye-popping $1 trillion annually, and to the parties' profoundly conflicting views.

"I believe we're in denial about the financial condition of our country," Sen. Jeff Sessions of Alabama, top Republican on the Budget panel, said of Democratic efforts to boost spending on some programs. "Trust me, we've got to have some spending reductions."

Though budget shortfalls have shown signs of easing slightly and temporarily, there is no easy path for the two parties to find compromise ? which the first months of 2013 have amply illustrated.

Already this year, Congress has raised taxes on the rich after narrowly averting tax boosts on virtually everyone else, tolerated $85 billion in automatic spending cuts, temporarily sidestepped a federal default and prevented a potential government shutdown.

By sometime this summer, the government's borrowing limit will have to be extended again ? or a default will be at risk ? and it is unclear what Republicans may demand for providing needed votes. It is also uncertain how the two parties will resolve the differences between their two budgets, something many believe simply won't happen.

Both sides have expressed a desire to reduce federal deficits. But President Barack Obama is demanding a combination of tax increases and spending cuts to do so, while GOP leaders say they won't consider higher revenues but want serious reductions in Medicare and other benefit programs that have rocketed deficits skyward.

Obama plans to release his own 2014 budget next month, an unveiling that will be studied for whether it signals a willingness to engage Republicans in negotiations or play political hardball.

The amendments senators considered during their long day of debate were all nonbinding, but some delivered potent political messages.

They voted in favor of giving states more powers to collect sales taxes on online purchases their citizens make from out-of-state Internet companies, and to endorse the proposed Keystone XL pipeline that is to pump oil from Canada to Texas refineries.

They also voiced support for eliminating the $2,500 annual cap on flexible spending account contributions imposed by Obama's health care overhaul and for charging regular postal rates for mailings by political parties, which currently qualify for the lower prices paid by nonprofits.

In a rebuke to one of the Senate's most conservative members, they overwhelmingly rejected a proposal by Sen. Rand Paul, R-Ky., to cut even deeper than the House GOP budget and eliminate deficits in just five years.

The Democratic budget's $975 billion in new taxes would be matched by an equal amount of spending reductions coming chiefly from health programs, defense and reduced interest payments as deficits get smaller than previously anticipated.

This year's projected deficit of nearly $900 billion would fall to around $700 billion next year and bottom out near $400 billion in 2016 before trending upward again.

Shoehorned into the package is $100 billion for public works projects and other programs aimed at creating jobs.
