Political forecasting stirring up a storm

The presidential campaigns are continuing to wage an aggressive back and forth, especially in Ohio. But the devastating impact of Sandy will likely put a wrench in many East Coast residents' plans to vote, as well as the tallying of those votes. NBC's Chuck Todd reports.

Nationwide polls may portray the presidential campaign as a neck-and-neck horse race, but less conventional data-crunching methods spit out a different picture, with President Barack Obama edging out GOP challenger Mitt Romney.

One big variable remains to be factored in: the effect of Hurricane Sandy. And one big state that's been relatively unaffected by the storm holds the key to the outcome: Ohio.?"It's been that way for the entire election cycle," said David Rothschild, an expert on opinion modeling at Microsoft Research and Columbia University's Applied Statistics Center.

Rothschild, who lays out election forecasts at the Predictwise website and blogs about prediction science on The Signal at Yahoo, surveyed the state of the art this weekend at the New Horizons in Science symposium, presented as part of the ScienceWriters2012 conference.


In the final days of the campaign, the divergent spins on the election outlook have sparked a few fireworks. Statistician Nate Silver's analysis for The New York Times' Five Thirty Eight column, which has consistently favored Obama even as many others were reporting a tightening of the race, drew criticism from the National Review's Josh Jordan for including "a little bit too much hope?of an Obama victory against what appears to be a surge of Romney momentum."

This week, MSNBC's Joe Scarborough virtually called for Silver's pundit license to be revoked.?"Anybody that thinks that this race is anything but a tossup right now is such an ideologue they should be kept away from typewriters, computers, laptops and microphones for the next 10 days, because they're jokes," he said on "Morning Joe."

Economist Paul Krugman went to Silver's defense in his own column for the Times, decrying the "war on objectivity" and saying that "all the election modelers have been faithful to their models, letting the numbers fall where they may."

"This is really scary," Krugman wrote. "It means that if these people triumph, science ? or any kind of scholarship ? will become impossible. Everything must pass a political test; if it isn't what the right wants to hear, the messenger is subjected to a smear campaign."

Silver's analysis is based on a state-by-state assessment of polling data from multiple sources, translated into an electoral vote count. Political prediction markets, such as those studied by Rothschild, use a different method to come up with a surprisingly similar snapshot of the horse race.

The markets offer a glorified kind of gambling on political fortunes: The winner-take-all markets let players "invest" in the prospects of a particular candidate. If the candidate wins, the investor gets, say, $1 a share. If the candidate loses, the investor gets nothing. Leading up to Election Day, investors can buy or sell shares in candidates to match their expectations of success.

The shifting share prices reflect the perceived probability of success. For example, Intrade's market?sets the probability of Obama's re-election at 63 percent. The Iowa Electronic Markets?go with a little more than 63 percent, while the trading at?Betfair?puts the probability at?70 percent. That's in the same ballpark as Silver's 72.9 percent estimate.

Intentions vs. expectations
What the prediction markets provide is a probability figure, not a vote share figure. It reflects expectations about a given outcome, just as the Vegas odds reflected the expectation that the Giants would win the World Series, even before they swept the Tigers. There was a chance all the way up to the final out that the Tigers could roar back and take four games in a row to win the series. But in this case, at least, the Vegas marketplace predicted the outcome.

So what's the success rate of prediction markets? How do surveys that gauge expectations perform, compared with traditional surveys that gauge what voters say they intend to do? That's where Rothschild's research comes in: He and a colleague, Penn economist Justin Wolfers, looked at the predictions produced by traditional polls ("For whom do you intend to vote?"), as opposed to less traditional surveys ("Whom do you expect to win?"), in 345 political races.

Most of the time, the predictions from the two types of forecasts were in agreement. But in those cases where the predictions were different, the expectation survey was right 76 percent of the time, while the traditional intention survey was right only 24 percent of the time.

Rothschild said the strength of expectation polls may lie in the fact that investors can absorb information from other sources to come up with a consensus that reflects the wisdom of crowds. "Asking people about expectations is equivalent to as if people went out to 10 random voters and reported the binary result," he said.

Based on the prediction markets, it's as if Obama is the favored team in the seventh game of the World Series. The betting odds have been in his favor for the past year ??even though there have been ups and downs, such as his slump in the first presidential debate. Now that all the debates are done, most of the uncertainty has been wrung out of the campaign.

"There's one more unexpected event: this hurricane," Rothschild said.

After the storm
Lots of prognosticators have pointed to the uncertainties raised by Hurricane Sandy. The conventional wisdom was that Romney would benefit from a long-recognized anti-incumbent effect in late pre-election polling, as well as a race-tightening effect. However, Sandy changes the calculus.

"Generally, natural disasters benefit incumbents," Rothschild said. There's a tendency to put politics aside, rally 'round the flag and let the president look presidential. (That effect can go negative if the disaster response doesn't go well, as President George W. Bush found out in the wake of Hurricane Katrina.) Even before the storm hit, Scarborough said Romney's momentum could stall in Sandy's aftermath. "It changes everything with a week to go," he said.

There's already some evidence that the rally effect has kicked in: For example, today New Jersey's Republican governor, Chris Christie, said hat Obama's response to the storm crisis was "outstanding" and that he didn't "give a damn about Election Day." Christie is due to tour devastated areas with the president on Wednesday.

The catastrophic aftermath of the storm may affect early voting as well as the Election Day turnout in places like New York and New Jersey. That could cut into the Democratic vote. Research has shown that obstacles to voting tend to hit Democrats harder than Republicans. But in Sandy's case, that statistical effect may not be critical because those states are relatively safe for Obama.

Sandy's effect may be more crucial hundreds of miles from the worst of the storm, in Ohio. For the past year, Ohio has been the "flip state" in Rothschild's calculations. Neither candidate has a clear path to victory unless he wins Ohio's electoral votes, Rothschild said. That's one reason why Romney was the headliner for a storm-relief rally in Ohio today ? and why Vice President Joe Biden and former President Bill Clinton are canvassing the state while Obama tours the hurricane zone.

More than 760,000 Con Ed customers in NYC still without power

(Reuters) - New York power company Consolidated Edison Inc said Wednesday it had restored power to over 160,000 of the 930,000 total customers knocked out by Hurricane Sandy, leaving about 764,000 still without power.

Sandy hit the U.S. East Coast Monday night and left almost 8.5 million homes and businesses without power in 21 states from North Carolina to Maine and as far west as Illinois, which surpassed the 8.4 million customers left in the dark by Hurricane Irene last year.

Sandy knocked out power to about 30 percent of Con Edison's more than three million power customers in New York City and Westchester County.

Con Edison said Sandy was the largest storm-related outage in its history. The previous record was the more than 200,000 customers affected by Hurricane Irene in 2011.

On Tuesday, Con Edison estimated that customers in Brooklyn and Manhattan served by underground electric equipment should have power back within four days.

Restoration to all customers in other areas served by overhead power lines will take at least a week.

Last night, the company said it had to cut power to about 160,000 customers in southern Brooklyn and central Staten Island due to Sandy-related problems on high-voltage systems supplying electricity to those areas.

The company also said it reduced voltage to several neighborhoods in Brooklyn by 8 percent last night as workers address the problem.

Officials at Con Edison were not immediately available to say where most of the outages were Wednesday morning. On Tuesday, the company said about 250,000 customers in Manhattan, 180,000 in Westchester County, 108,000 in Queens, 109,000 in Staten Island, 87,000 in Brooklyn, and 45,000 in the Bronx were without power. Crew woman dies after HMS Bounty replica sinks

(Reuters) - A crew woman who was pulled from the water after the replica ship HMS Bounty sank during Hurricane Sandy has died, a spokesman for a North Carolina hospital said on Tuesday.

Fourteen other crew members were rescued from life rafts in the Atlantic Ocean and the Coast Guard was still searching for the ship's captain.

Claudene Christian, 42, was unresponsive when rescuers pulled her from the sea and hoisted her aboard a Coast Guard helicopter on Monday afternoon. She was taken to Albemarle Hospital in Elizabeth City, North Carolina, where she died, spokesman Patrick Detwiler said.

The 16-member crew donned orange neoprene survival suits and life jackets and abandoned the replica tall ship about 90 miles southeast of Cape Hatteras, North Carolina, after it began taking on water and lost propulsion.

The three-masted, 180-foot (55-meter) ship, which was built for the 1962 movie, "Mutiny on the Bounty," sank.

Rescuers pulled 14 crew members from the rafts and took them safely to shore. Christian and the missing captain, Robin Walbridge, 63, were washed overboard before they could make it onto the rafts.

The ship was on its way from New London, Connecticut, to St. Petersburg, Florida, and was about 160 miles from the eye of the hurricane when it foundered.

The original Bounty, a British transport vessel, gained infamy for a mutiny in Tahiti in 1789. Marlon Brando starred as lead mutineer Fletcher Christian in the movie for which the ship was built.

Banks normally do not accept offers for less than the asking price. The foreclosure process is quite costly and banks need to offset losses. Banks might entertain offers for less if the property has been on the market for long periods of time or if buyers? present cash offers. Buyers that require bank financing must be prequalified before submitting offers on bank owned properties.

A relatively new option for buying bank foreclosures is Fannie Mae Homepath properties. This government sponsored program offers a variety of residential homes ranging in price from under $5,000 to well over $1 million. Qualified buyers can finance Fannie Mae homes through Home Path Mortgage; a program that offers special incentives and minimal down payment requirements.

Many investors find Fannie Mae foreclosures attractive because of the discounted prices and financing options. Additionally, many houses qualify for NSP grants offered through HUD. The Neighborhood Stabilization Program was developed to provide funds to buyers who rehabilitate properties in areas with staggering rates of foreclosure. Investors can obtain a maximum of five NSP grants, while individual buyers can obtain one.

Finding bank owned properties is not difficult, but does require buyers to conduct due diligence to ensure properties are worth the asking price. It?s best to spend time investigating a variety of properties to obtain the best deal.

Juggling politics and storm preparations, Mitt Romney dangled a plea for bipartisanship before early voters in Florida on Saturday as Barack Obama worked to nail down tiny New Hampshire's four electoral votes. Both campaigns scrambled to steer clear of a most unlikely October surprise, a superstorm barreling up the East Coast.

With just 10 days left in an extraordinarily tight race, Hurricane Sandy had both campaigns ripping up carefully mapped-out itineraries as they worked to maximize voter turnout and avoid any suggestion that they were putting politics ahead of public safety.

The campaigns pressed every possible angle in search of advantage ? even paying attention to punctuation.

Obama's campaign signs for months have said: "Forward." Now they say: "Forward!"

Romney, who has been striking a more moderate tone as he courts women and independents in the campaign's home stretch, campaigned across Florida with a pledge to "build bridges" with the other party.

He coupled that message with digs at Obama for "shrinking from the magnitude of the times" and advancing an agenda that lacks vision. Noting that Obama supporters like to chant "four more years" at the president's campaign rallies, Romney picked up on his crowd's own chant at the Pensacola Civic Center and said: "I like '10 more days' a lot better."

His warm-up act was more biting: Sen. Marco Rubio, R-Fla., told the crowd that Obama was advancing "the ideas of countries that people come here to get away from." Pressed later on what countries he was referring to, Rubio said, "any big-government country in the world" and specifically referred to Mexico and Latin America.

Obama hauled his campaign to New Hampshire, where he told volunteers at a Teamsters hall in Manchester that: "We don't know how this thing is going to play out. These four electoral voters right here could make all the difference."

It takes 270 electoral votes to win the election. Obama is ahead in states and the District of Columbia representing 237 electoral votes; Romney has a comfortable lead in states with 191 electoral votes. The rest lie in nine contested states that are too close to call, New Hampshire among them.

The president adjusted his campaign speech at a Nashua rally to appeal to voters in low-tax New Hampshire, hammering Romney for raising taxes and fees as governor of neighboring Massachusetts.

Obama accused Romney of running in Massachusetts on a pledge to lower taxes, then making life more expensive for the middle class after taking office.

"All he's offering is a big rerun of the same policies," Obama told a crowd of 8,500 gathered at an outdoor rally on an unseasonably warm October day.

The president said Romney even raised fees in Massachusetts on obtaining a birth certificate, "which would have been expensive for me." It was a veiled reference to opponents of the president who have incorrectly said he was born outside the United States. Copies of his birth certificate have been in high demand.

The candidates worked to lock down every possible early vote without intruding on emergency preparations as the storm's expected track looked to affect at least four battleground states: North Carolina, Virginia, Ohio and New Hampshire.

Romney scrapped plans to campaign in Virginia on Sunday, and switched his schedule for the day to Ohio. At a rally in Kissimee, Fla., he urged supporters to keep those in the storm's path "in your mind and in your hearts."

"You know how tough hurricanes can be," he told the Floridians.

Vice President Joe Biden canceled a Saturday rally in coastal Virginia Beach, Va., to allow local officials there to focus on disaster preparedness and local security concerns.

But he went ahead with an appearance in Lynchburg, which is inland. Biden said Romney and Ryan are fleeing from their record to appear more moderate than they are. They "are counting on the American people to have an overwhelming case of amnesia."

Plans for son Beau Biden, the Delaware attorney general, to join his father in Virginia were scrapped when he was called up by the National Guard to help with the storm.

None of Obama's campaign stops had been canceled, but he did adjust move up his planned Monday departure for Florida to Sunday night to beat the storm.

En route to New Hampshire, Obama held an airborne conference call with administration officials about the federal government's role in minimizing storm damage and a ensuring speedy recovery effort.

Campaign spokesman Jennifer Psaki said the Obama team was continuing to promote early voting as something that provides flexibility for busy families, but she added that with the storm headed for shore, "safety comes first, and that's the case with early voting as well."

Romney's trip to Florida, with three events across the state, was timed to coincide with the first day of in-person early voting in a state that went for Obama four years ago and where 29 electoral votes are up for grabs this time. Both campaigns already have been working furiously to gain the advantage in the state's vote-by-mail program, an area where Republicans typically have been stronger.

"It helps for you to vote now," Romney told supporters in Kissimmee.

Republican Rep. Paul Ryan worked his way across rainy, chilly Ohio, on a two-day bus trip, with his family in tow. At a factory in New Philadelphia, Ryan stressed the hit that manufacturing industries have taken over the last four years and promised more coal jobs, natural gas jobs and increased military spending if Romney is elected.

Speaking to more than 1,000 supporters on the factory floor at Gradall Industries, Ryan told voters: "You know it's you. You know what you have in front of you. You know your responsibility."

Campaign 2012 was serious business, with so little time left and the storm complicating the end game, but Ryan's children helped to lighten the tone. His 7-, 9- and 10-year-olds scampered between parts bins and heavy chains at the factory.

Nine-year-old Charlie waved the peace sign and mugged for cameras, prompting his mother, Janna Ryan, to shake her head and declare, "I don't know where he gets it. It's kind of crazy."

During a later stop at a bakery in Circleville, Ohio, 10-year-old daughter Liz told the bakery clerk that her dad was "sugar-free except for doughnuts and ice cream."

"And apple-fritters," Ryan agreed.

Obama, for his part, made a stop at the Common Man Merrimack, a restaurant where he toasted patrons with a Common Man Ale, saying: "To voting. To America. Doesn't matter what party."

The campaigns and their allies kept up a steady stream of TV and radio ads in the battleground states. The right-leaning Americans for Job Security made a rare purchase of Philadelphia airtime, amounting to $1.2 million, for pro-Romney ads. While a few independent groups have tried to make Pennsylvania competitive for Romney, neither Obama nor Romney has devoted ad resources to the state, which is expected to go for Obama.

MAKING A STATEMENT:

Call them the fantastic four. Or maybe the final four in the race for No. 1.

Alabama, Oregon, Kansas State and Notre Dame hold the top four spots in The Associated Press college football poll released Sunday.

The Crimson Tide is No. 1 for the ninth straight week and the Ducks are No. 2 for the sixth consecutive week.

The third-ranked Wildcats and fourth-ranked Fighting Irish each moved up a spot after Florida lost 17-9 to Georgia. That dropped the Gators from third to eighth.

The BCS standings came out later Sunday and Alabama was first again, but Kansas State and Notre Dame followed with Oregon fourth.

The Tide, Ducks, Wildcats and Irish will spend the last month of the regular season competing against each other from a far, vying for two spots in the BCS national championship game. All of them could get to Dec. 2, BCS selection day, unbeaten.

The finish line is now in sight, but no peeking.

"It's tough not to, knowing you're so close, but man, you just have to focus in on next week, focus in on next game," K-State wide receiver Chris Harper said after the Wildcats' 55-24 victory against Texas Tech. "It's really hard not to look ahead, but the position that we're in, you can't do it."

Alabama and Oregon both face big tests Saturday. Emerging Heisman trophy contender AJ McCarron and the Tide go to Baton Rouge, La., to face No. 5 LSU in a game that could decide the SEC West.

The Pac-12's game of the year was supposed to be Saturday as well. The Ducks will be at No. 18 Southern California, but the Trojans are coming off their second loss of the season. USC fell 39-36 at Arizona and hasn't looked much like a team that started the season No. 1.

Still, Matt Barkley and crew figure to provide some resistance to an Oregon team that has yet to enter the fourth quarter of a game with the result in doubt.

Kansas State is home against Big 12 rival Oklahoma State. Notre Dame, coming off a 30-13 victory at Oklahoma, takes on Pittsburgh in South Bend, Ind.

A BCS mess looms. Alabama's position as No. 1 is safe as long as the defending national champions keep winning. The other three will jockey for the position behind the Tide, and voters (both in the AP poll and the two used in the BCS standings) will parse scores and schedules, looking for the slightest flaws to separate the Ducks, Wildcats and Irish.

MOVING UP

Dismissed after getting thumped at South Carolina, No. 7 Georgia moved up five spots in the latest rankings and moved into position to win a second straight SEC East title.

The Bulldogs put together by far their best defensive performance of the season against the Gators. It really came out of nowhere. Georgia, with a lineup full of future NFL draft picks, had been allowing more than 200 yards per game on the ground over its last three.

All-American linebacker Jarvis Jones, who has been slowed by injuries, was spectacular with 13 tackles, three sacks and two forced fumbles. Florida ran for only 81 yards.

Georgia needs to beat Mississippi and Auburn to book a trip to the Southeastern Conference title game for the sixth time in 12 seasons under coach Mark Richt. Yes, the Bulldogs have benefited from a favorable schedule the past two seasons, missing the best teams from the SEC West. But you can only play the teams on your schedule and Georgia has beaten almost all of them.

Still, many Bulldogs fans have been exasperated by their team and coach in recent seasons. Georgia hasn't won the SEC since 2005, and while Florida, Alabama, Auburn and LSU have won the last six national titles, Georgia hasn't won any.

That's a high standard to meet, but that's where the bar is set for the top SEC programs these days.

MOVING DOWN

USC, now that's a disappointing team.

Even after losing at Stanford in September, the Trojans were No. 10 with a chance to work their way back into the national title race. Another sloppy performance led to their second loss of the season.

The Trojans had more than 600 yards, including 493 passing by Barkley, against Arizona. Star receiver Marqise Lee had 16 catches for a Pac-12 record 345 yards. But USC committed five turnovers and 13 penalties and let a 15-point, second-half lead slip away.

Coach Lane Kiffin's talented team has been its own worst enemy all season. USC is the most penalized team in the country, averaging 10.3 per game for 84.6 yards. The Trojans are tied for 94th in the nation with 18 giveaways.

The irony is USC will still be front and center in the national championship chase.

The Trojans play Oregon on Saturday, and finish their regular season on Nov. 24 at home against Notre Dame. The Trojans still control their destiny in the Pac-12 South, and could reach the conference title game, possibly for a rematch with Oregon.

Playing spoiler, however, is not what the Trojans had in mind this season.

IN AND OUT

From undefeated to unranked.

Rutgers pulled off that trick with a ghastly performance at home against Kent State.

The Scarlet Knights committed seven turnovers and the Golden Flashes won 35-23 for the Mid-American Conference's fourth victory this season against the Big East. For the second straight week, a ranked and unbeaten Big East team lost to a MAC team. Last week, it was Cincinnati losing at Toledo.

Rutgers, which only had six turnovers coming into the game, had been ranked 18th.

The silver lining for the Scarlet Knights is they are still very much in play for their first Big East championship. They play Army next week before finishing the season against Pittsburgh, Cincinnati and No. 12 Louisville.

The Big East didn't have much chance of sending a team to the national title game, but those nonconference loses have taken some of the luster off what was set to be an intriguing league race.

Elsewhere in the MAC, Ohio University also went from unbeaten to unranked. The Bobcats, ranked for the first time since 1968, lost 23-20 to league rival Miami of Ohio.

MAC teams Toledo (8-1, 5-0), Kent State (7-1, 4-0), Northern Illinois (8-1, 5-0) and Ohio (7-1, 3-1) all received votes in the latest AP Top 25.

Also falling out of the rankings was Michigan. Moving back in was No. 21 Nebraska, No. 24 Arizona and No. 25 UCLA.

Petronas rejection may hurt Canadian stocks

CALGARY/TORONTO (Reuters) - Canadian markets could face a bloody opening on Monday after the government blocked the C$5.17 billion ($5.22 billion) acquisition of Progress Energy Resources Corp by Malaysian state oil company Petronas , raising questions about other, bigger bids and about Canada's willingness to let foreign investors in.

Canadian Industry Minister Christian Paradis said late Friday night that Petronas' bid for Progress -- one of the largest owners of exploration lands in the gas-rich Montney shale region in northeastern British Columbia -- would not provide the "net benefit" for the country required by Canada's foreign investment laws.

Investors had expected a favorable decision on the bid by the minister, especially given Petronas' pledge to help spur Canada's nascent liquefied natural gas export industry by building an LNG export facility on the country's Pacific coast.

But Paradis' veto also raises doubts over the outcome of Chinese oil group CNOOC's C$15.1 billion offer for oil producer Nexen and is expected to weigh on other Canadian firms hoping to tap the foreign investment needed to harvest their vast energy reserves and the mood among investors is somber.

"We're going to see sell-offs all around and gore on the floor for Progress and Nexen," said Chris Damas, an independent analyst with BCMI Research.

Still, the ruling Conservatives say the refusal is not an issue. Petronas and Progress have 30 days from last Friday to convince the Canadian government to reconsider the decision. Canadian Finance Minister Jim Flaherty confirmed on Sunday that the government is willing to negotiate.

"I'm not involved in those discussions directly. The minister of industry is," Flaherty said in an interview on CTV's "Question Period". "I'm sure they'll continue to work on it. There's another period of time during which they can continue to have discussions and try to satisfy the concerns that the Department of Industry has."

Along with Progress and Nexen, some analysts think that mid-sized energy companies operating, like Progress, in the Montney shale-gas region of northeastern British Columbia are most likely to be hit by selling pressure when the Toronto Stock Exchange opens on Monday.

"The intermediate (oil exploration and production) group is significantly impacted by the Progress/Petronas decision, reflective of a high weighting to gas-focused Montney producers," Greg Pardy, an analyst with RBC Capital Markets, said in a research note.

"We expect the group to be under considerable pressure during Monday's trading session and believe that as of Friday's close, about 15 to 20 percent of a (merger and acquisition) premium is currently 'baked in' to the Montney stocks."

Even if Canada reconsiders its decision, the damage to the country's reputation as politically stable place to invest may be fixed less easily.

The deal is the second major foreign takeover blocked by Prime Minister Stephen Harper's government in as many years, following the 2010 rejection BHP Billiton's $39 billion bid for Potash Corp , the world's largest fertilizer maker.

Now investors are trying to figure out how much political risk has to be factored into potential Canadian investments.

Along with the Petronas and Potash decisions, the market has also been unsettled by the decision on Thursday by Canada's broadcast regulator to block BCE's C$3 billion bid for Astral Media because the deal would give too much power to BCE, Canada's biggest telecoms company and the owner of numerous TV and radio assets.

As well, opposition from the Quebec government last month convinced Lowe's Cos Inc to walk away from a C$1.8 billion unsolicited for Rona Inc , a Canadian home-improvement retailer.

"The one thing that I take away from all of this is that as modern as Canada is and as westernized as it is, as democratic as it is, the political environment is very much the wild west in terms of what the rules are," said one trader, who owns shares of Nexen and Progress but who asked to not be named.

"It's in some ways equivalent to investing in China or investing in Africa or investing in South America, where governments can do whatever they want."

Canada's tar sands are the world's third-largest crude oil reserve, behind only Saudi Arabia and Venezuela, while the country's vast shale oil and gas deposits are still in the early stages of development.

The government has said the oil sands alone will require C$650 billion in investment over the next decade, much of which will have to come from foreign sources.

However, the government yet to make good on the pledge to clarify what constituted a net benefit under the Investment Canada Act made when it turned down BHP's Potash bid. Observers are saying that after the Petronas decision, the Conservatives must offer clear guidelines on the rules for overseas investors.

"The next message they have to send out is that 'We are still open for business, but here are the terms in which we are open for business. We'd love to work with you and take on foreign capital' and we haven't seen that yet," said Martin Pelletier, a portfolio manager with Trivest Wealth Counsel. "Hopefully we'll get some clarity on that in the next month or so with the Nexen-CNOOC deal."

Earnings concerns weigh on shares

LONDON (Reuters) - Britain's top share index lost ground on Monday, extending declines on concerns about upcoming third quarter earnings.

Drugmakers dipped, with Shire down 1.8 percent and AstraZeneca off 0.5 percent. The firms kick off the heavyweight sector's results season on Thursday.

According to Thomson Reuters Starmine data, of the 8 percent of European companies that have reported results so far, nearly half have missed forecasts.

TR Starmine analysts have estimated year-on-year third-quarter earnings growth at 7.6 percent in Europe, while the average for companies that have already reported is a 4.2 percent drop.

At the close, the FTSE 100 was down 17.82 points, or 0.3 percent, at 5,882.91 points, having shed 0.4 percent on Friday to snap a four-session winning streak.

UK blue chips tracked weakness in their U.S. peers, with the Dow Jones off 0.3 percent by London's close, having dropped sharply on Friday, also pressured by earnings concerns.

Among the U.S. fallers, mining company Freeport-McMoRan lost 0.9 percent after its third-quarter profit fell sharply, missing Wall Street estimates.

UK-listed miners, however, featured on the FTSE leaderboard, steadying after falls on Friday, with traders citing support from positive European strategy comments from Morgan Stanley.

The bank's strategists switched their preference to miners from chemicals within European materials, which is their preferred cyclical sector, citing relative valuations and signs of an improving economic outlook in China.

"I think the mining sector is not that widely owned, particularly amongst the UK long-only community. Miners have been consensus underweight for some time, and therefore people at a minimum will start closing their underweight positions, which will put upward pressure on share prices", said Graham Secker, equity strategist at Morgan Stanley.

Gold miner Randgold Resources and following a hike in target price by Societe Generale to 9,000 pence from 7,600.

Precious metals firm Johnson Matthey missed out on the sector gains, falling 2.1 percent having spiked by a similar amount in the previous session on speculative interest.

Andrew Gibson, Head of Research at Galvan said the share represented a buying opportunity, citing technical factors.

(AP) ? A taxi packed with explosives blew up near a police station in the Syrian capital Sunday, killing 13 people as the U.N. envoy tasked with ending the country's civil war pushed his call for a cease-fire in talks with President Bashar Assad.

The blast, which also wounded 29 people in the popular shopping district of Bab Touma, was overshadowed however by anti-Syria violence in neighboring Lebanon.

Hundreds of angry Lebanese protesters tried to storm the government headquarters in the capital, Beirut, blaming Syria for the Friday assassination of a top Lebanese intelligence official and accusing the government of being far too close to the Assad regime. For much of the past 30 years, Lebanon has lived under Syrian military and political domination.

In Syria, two government officials speaking from the scene of the blast said the taxi exploded 50 meters (yards) from the main police station in Bab Touma, a neighborhood in Damascus' Old City. They insisted on anonymity because they were not allowed to brief the media.

An Associated Press reporter at the site said blood stained the street and sidewalks, shards of glass littered the pavement from shattered shop windows, and the charred hulks of at least four cars littered the street.

Vegetable vendor Mohammad Hanbali, 27, said several people wounded in the blast were lying on the street when he rushed to help.

"It's a cowardly act, carried out by terrorists," said Hanbali, who was hit by a piece of shrapnel in the left leg.

State news agency SANA put the death toll at 13, while the anti-regime Syrian Observatory for Human Rights said at least 10 people were killed.

Bab Touma is mainly inhabited by Syria's Christian minority.

Damascus has been a frequent target of bombings in recent months, although it was once largely immune to the violence spreading across the country since the anti-Assad revolt began in March 2011.

There was no immediate claim of responsibility for Sunday's blast, but Islamist groups fighting alongside the rebels have in the past said they target security installations in the capital.

In another part of the city, U.N. and Arab League envoy Lakhdar Brahimi met with Assad to push for a cease-fire between rebels and government forces for the four-day Muslim holiday of Eid al-Adha, which begins Oct. 26.

Brahimi said that he met earlier with Syrian opposition groups inside and outside the country to discuss his truce plan. He said he received "promises" but "not a commitment" from them to honor the cease-fire.

He told reporters that he "found an overwhelming response" from Assad's opponents to his cease-fire plan and that "all of them have said that it's a good idea which they support."

He declined to reveal Assad's response to his plan, viewed as a preliminary step toward a larger deal.

SANA reported that Assad assured Brahimi he supported his effort, but it did not say whether he committed to a truce.

"The president said he is open to any sincere effort to find a political solution to the crisis on the basis of respecting Syrian sovereignty and rejecting foreign interference," it said.

It added that Assad also stressed a political solution must be "based on the principle of halting terrorism, a commitment from the countries involved in supporting, arming and harboring terrorists in Syria to stop doing such acts."

?Syrian authorities blame the anti-government uprising on a foreign conspiracy and accuse Saudi Arabia and Qatar, along with the U.S, other Western countries and Turkey, of funding, training and arming the rebels, whom they describe as "terrorists."

For months, Turkey served as headquarters for the leaders of the ragtag Free Syrian Army before the rebel group shifted its command to Syria. It also hosts many meetings of the Syrian National Council opposition group. Relations between the two countries, once close, have been deteriorating since the crisis began last year and Ankara became one of Assad's harshest critics.

Brahimi said he was "hopeful that the holiday in Syria will be calm if not happy." He said that he will return to the country afterward. "If we find that this calm is actually achieved during the holiday and continued, we will try to build on it," he added.

Brahimi arrived in Damascus Friday after a tour of Middle East capitals to drum up support for the cease-fire. A range of countries including Iran, Iraq, Turkey and Germany have backed the idea.

Syrian government forces and rebels have both agreed in the past to internationally brokered cease-fires, only to then promptly violate them, and there is little indication that either side is willing to stop fighting now.

Elsewhere, in the northern city of Aleppo, a suicide bomber detonated his explosive-laden car in front of the French-Syrian Hospital at al-Zohour Street, causing material damage, but no casualties, SANA said.

Anti-regime activists say more than 33,000 people have been killed since the anti-Assad revolt started.

This is convenient timing. The New York Times' Helene Cooper and Michael Landry report Iran has finally agreed to sit down for the first time for one-on-one negotiations with the U.S. over their controversial nuclear program.

The catch: they won't sit down until after the election is over. They don't want to start negotiating with a President who may or may not be there in two weeks. But the agreement is a big get for Obama, the culmination of four years of "secret, intense" negotiations between the two sides.?

There are a bunch of other logistics to work out, including getting final, official say from Iran's supreme leader Ayatollah Ali Khamenei. Top officials have agreed to the talks but?Ali Khamenei hasn't signed off. Israel was pretty skeptical Iran would be productive when they spoke to the Times. Israel's spent much of the last year drawing red lines for Iran's controversial nuclear program. They don't want Iran to go over a certain enrichment level without incurring the wrath of an attack. Skeptics are already saying the agreement is an effort from Iran to ease international tension on them. Others are saying they're bending to the sanctions that are tanking their economy.?
